Organizational Context

The position falls underthe Cash Based Intervention Unit and supports the use, maintenance andtechnical support of databases used in CBI operations including planning andoverseeing of data extraction and recording, input and verification ;production of standard reports as required for all UNHCR CBI operations (CFW,MPGs, Vouchers/Market based and Host Community Interventions). The incumbentwill support the analysis and response to report requests from UNHCR staff,local governments, partners, donors and Headquarters as related to CBIoperations in Bangladesh. S/he will facilitate and undertake additional datacollection activities in support of UNHCR CBIs including planning andcoordinating data collection methodologies and analysis.  The incumbent will assist in developing newdata analysis tools for CBIs for Post Distribution Monitoring (PDM) exercisesand others, as needed, including efficient data capturing forms. S/he willcreate and maintain databases and spread sheets that meet operationalrequirements, including data extraction and recording, input and verification;production of standard and ad hoc reports as required for all of UNHCR CBIoperations and ensure security of databases. The incumbent will liaise withtechnical units (e.g. Registration, Information Management) to support the deploymentof hardware and software solutions like GDT, CashAssist and KOBO and willrepresent CBI unit in relevant internal UNHCR meetings related to CBIs andselected external ones.

The position issupervised by a professional staff member who provides the incumbent withgeneral guidance and work plans. The incumbent works quite independently with anoversight from the supervisor. The position may directly supervise some supportstaff. Contracts are mainly with the colleagues in the same duty station toexchange information and to discuss the work plans. External contacts are withthe national and local authorities for gathering and exchange of data.

- The Office has reliable and up-to-date data on persons ofconcern.

- Standard and ad-hoc reports are produced. Trends and patternsof data are analysed and interpreted.

Responsibility (process and functions undertaken to achieveresults)

 Manage the use, maintenance and technical support of databasesused in the operation, including planningand overseeing data collection, input and verifications; production of standardand ad-hoc reports.

- Generate statistical reports based on the standard reporting formatsand ad-hoc reports, charts and tables asrequired by the management.

- Provide training, as necessary, to UNHCR staff as well asstaff-members of implementing partners in relevantaspects of data management.

- May be required to coordinate with the GIS officer to ensurethat data collection is compatible with GIS.

- Archive and backup database systems; ensure security ofdatabases; perform database administrator        functions.

- Assist in development of new applications/Databases needed bythe UNHCR Offices/Units in area of  responsibilitiesin order to perform their tasks smoothly.

-  Ensure that the clients' databases are up-to-date byidentifying and keeping what is relevant and accurate in an accessible manner.

- May be required to support registration activities including ProGrestechnical support and on-site assistance.

-  May be required to support Voluntary Repatriation activitiesincluding reconciliation of VolRep data        fromcountry of asylum and encashment Centers, verification of Voluntary RepatriationForms (VRFs) and coordination withVolRep Centers (VRCs) on information issues.

Minumum Qulification and Professional Experience Required

    Completion of Secondary Education with certificate/training in Information Technology& Database Management  .

      Minimum 6 years of previous relevant experience.

-        Excellent knowledge of computer software and database applications.

Fluency in English and working knowledge ofanother relevant UN language or local language.
