Organizational Context

The Assistant Operations Data ManagementOfficer will function under the direct supervision of the Operations DataManagement Officer and overall to the Senior Identity Management andRegistration Officer within the Protection Section in Cox’s Bazar. As theranking national data management staff, the incumbent is a key resource thatsupports UNHCR in the management of personal data of persons of concern and ofthe core Population Registration and Identity Management Ecosystems (PRIMES)applications. At the outset, the incumbent will support the office intransitioning to proGres v4 and PRIMES from proGres v3 following completion of2018-19 joint Government-UNHCR registration. S/he will primarily support theavailability of proGres, RApp, BIMS and the Global Distribution Tool (GDT) tocontinuous registration sites and distributions points in the camps and theaccessibility of proGres to the Government and partners in coordination withICT and Protection units. Thereafter, the incumbent will monitor and advice theoffice on data-related activities conducted in the core PRIMES applications,whether conducted by UNHCR, partners or the Government. The incumbent liaiseswith relevant officers in the sub-office, and where required, regional hubs orsections in Headquarters, for technical guidance on data management and worksclosely with PRIMES Support in Headquarters, and with ICT service vendors.

The incumbent will also support thedevelopment and deployment of tools to support interoperability between proGresand other partners’ tools and applications and initiate refugee self-servicePRIMES functions. S/he will support the building of reporting, documentationand other partner templates and forms in PRIMES applications and the generationof population statistics and analysis including distribution, assistance andprotection information.

The position requires extensive experience andunderstanding of database systems, specifically in relation to data managementand building reports and queries in SQL. Ideally, prior experience with UNHCR’scorporate PRIMES systems is required, including managing proGres v3, proGresv4, BIMS, RApp and/or the GDT. Prior experience with application development,particularly in the context of UNHCR registration, identity or case managementsystems is an asset. Completion of degree in IT or computer related course isdesirable and undergraduate degree (equivalent to bachelors) or graduate degree(equivalent of a masters) in other fields combined with relevant workexperience would be also acceptable (e.g. Business Administration, Finance, lawor social sciences etc.)

-   UNHCR has reliable andup-to-date data on persons of concern.

-  UNHCR registration and ProGres database are maintained withhigh quality so that it will be used for the operational planning and producingrelevant reports and statistics.

Responsibility (process and functions undertaken to achieveresults)

  • Manage the use, maintenance and technical support toProGres (registration database) including planning and oversight of datacollection, input and verification; produce standard and ad hoc reports, andensure ProGres-related data entry activities are reflected in SOPs forregistration, resettlement, repatriation, protection, community services, andprogramme activities.
  • Respond to report requests from UNHCR staff, localgovernments, partners, donors and Headquarters.
  • Keep data up-to-date, secure and accurate.
  • Facilitate and /or undertake additional datacollection activities including planning and coordinating data collectionmethodologies and analyses with relevant staff.
  • Serve as the focal point for compiling andcalculating statistics for resettlement, population figures, and standards andindicators, as well as for annual, periodic and requested statistical reports.
  •  May be required to assist in training of staff aswell as staff members of implementing partners in relevant aspects of datamanagement and provide other support to end-users of database systems.
  •  Liaise with relevant staff on new reportingrequirements and procedures as needed; conduct data collection audits in orderto ensure that no unnecessary data collection occurs and to ensure that allnecessary data is being captured; create and maintain databases andspreadsheets that meet operational requirements.
  • May be required to coordinate with GIS officers toensure that data collection is compatible with GIS as necessary and assist withGIS and mapping tasks as required.
  • Archive and backup database systems; ensure securityof databases; perform database administrator functions.
  • Perform other related duties as required.

  •  Authorize updates and amendments of ProGresdata and the ProGres SOP.

  •  Design operational reports, statistics,and other relevant data collection forms.

Minumum Qulification and Professional Experience Required

  •         Undergraduatedegree (equivalent of a BA/BS) in IT, Computer Science or related fields plusminimum 1 year of previous job experience relevant to the function or in datamanagement, statistics, analysis and information technology. Graduate degree(equivalent of a Master’s) or Doctorate degree (equivalent of a PhD) may alsobe accepted.
  •          Excellentknowledge of English and UN working language of the duty station if notEnglish.

***For National Officer positions, very good knowledge of local languageand local institutions is essential.
